Demolition and Remediation at Active Terminal
Client Challenge
One of the largest energy infrastructure companies in North America operates a liquid petroleum-chemical distribution services terminal in the New York Harbor. GES provides consulting, engineering, and field services support to address legacy impacts and emergency response needs within diverse operational components of the facility, areas of new construction, and sensitive wetland areas. GES completed a project to enable redevelopment of a portion of the facility for a new aboveground storage tank farm. The redevelopment schedule required timely, safe, and cost-efficient removal of in-place buildings, structures, tanks, and underground infrastructure as well as remediation of non-aqueous phase liquids (NAPL), impacted soil, and groundwater from historical releases.
GES Solution
The scope of work included planning, permitting, and executing the demolition of three buildings and several external structures and storage vessels; asbestos abatement; hazardous materials management; and transportation and disposal of over 400 tons of various hazardous wastes. GES implemented an innovative waste management approach for the remediation of asbestos containing materials (ACM) cement block walls and the on-site stabilization and reuse of impacted soils in lieu of off-site transportation and disposal.
Remediation of subsurface soils included soil excavation, soil stabilization of over 18,250 tons of material, and disposal of 2,940 tons of gasoline-impacted soil. GES designed and constructed a water extraction and treatment system to remove a total of 27,000 gallons of NAPL and 240,000 gallons of impacted groundwater. Over 527,000 gallons of impacted groundwater was treated, sampled, and discharged according to the established permit criteria. GES managed the vapor and odor control at excavations and soil stockpiles via spray application of odor-suppressing foams. Perimeter air monitoring ensured compliance with clean air permits and health and safety requirements.
GES permitted, designed, installed, and operated a 100-gpm dewatering and groundwater treatment system (GWTS) to treat up to 50,000 gallons per day of impacted groundwater at the excavation sites. The equipment was set up adjacent to the main excavation area footprint and featured secondary containment for the main process vessels. GES collected influent and effluent treatment system samples to ensure compliance with the temporary treatment permit. The GWTS was designed to treat various organic compounds and zinc prior to discharge.
Client Value
GES’ focus on health and safety, via the LPS behavior-based management system, yielded no lost-time injuries during 10,815 hours worked on site. The client achieved nearly $1 million in cost savings as a result of our innovative waste management and materials reuse approach. The completion of soil remediation activities paved the way for post-soil remediation activities. GES has since completed the design, permitting, and installation of groundwater interceptor trenches, a well extraction system, and a permanent 30-gpm groundwater treatment system with fluidized bed reactor technology.
