Toxic Emissions Inventory and Reporting at Cement Plant

Challenge

The client, a leading supplier of high-quality building-materials, operates one of the largest cement plants west of the Mississippi River. The site is located in one of 35 Air Districts in California. The state required transparent accounting of facilities that release toxic contaminants into the atmosphere. The client was required to report air toxics, quantify their emissions, report and prioritize the risks posed to the public, provide a refined risk assessment, and public notification in English and Spanish for risks above regulatory-mandated significant thresholds.

GES Solution

The client reached out to GES to support their public notification needs, since GES’ air-quality subject-matter expert had performed all prior tasks for the client, and had institutional knowledge of regulatory agency requirements and facility operations.
GES worked with the client and Mojave Desert Air Quality Management District to prepare public notification documents in English and Spanish. This project required knowledge of emission inventories, risk modeling, and state and local air jurisdiction requirements to complete each of the tasks. GES provided these services seamlessly from our resources in different geographic regions. A key advantage was having a bilingual team member who could provide technically-correct translation services. 
GES was provided templates to use for the public notification process. GES recommended language necessary to inform the public about risks of exposure and what was being done to minimize facility releases.
